Russell Merle Phelps, 79, of Windsor, passed away on March 9, 2026, following a brief hospitalization.
Born and raised in Windsor, Russell spent his life deeply rooted in the community he loved. He built a successful career in the insurance industry and was a proud co-owner of Phelps Insurance Group, where he served families across the area for many years. He never met a stranger and genuinely enjoyed building connections with everyone he encountered. Through his work and friendships, he became a trusted and familiar presence throughout the community.
Russell had a special love for the coast. His work in marine insurance allowed him to support families throughout the Outer Banks and beyond, forming lasting relationships with those he served.
A dedicated member of the Windsor Fire Department, Russell later retired from the department after a long period of service. His commitment to helping others was evident in every role he took on.
Russell also had a deep love for nature and animals. He felt most at peace outdoors- whether playing golf, hunting, or spending time on the water. He especially loved being on the Cashie River, where he became a legend for his impressive slalom skiing skills. Time spent outdoors with family, friends, or his pets were some of the moments he cherished most.
Above all else, Russell was a proud father and grandfather. He took immense pride in his family and treasured moments spent together. He especially loved bragging about his grandchildren and taking them out on the boat or lawnmower rides.
Russell is survived by his widow, Dianne Phelps of Windsor, NC; his daughter, Susan Cooper and husband Eric of Winterville, NC, and step-daughter, Mindy Perry and husband Daniel of Hampstead, NC; his step-son, Michael Miller of Wilmington, NC; and his beloved grandchildren, Mason Cooper, Greta Cooper, Tucker Perry and Finnley Perry.
He is preceded in death by his parents, John Williams Phelps and Blanche W. Phelps.
Russell's legacy lives on through the love of his family and the many lives he touched. He leaves behind a lifetime of memories for all who knew him.
A graveside service will be held at Edgewood Cemetery on Friday, March 13, 2026 at 1:00 PM with Reverend Curtis Hyler officiating and providing music. The family will receive friends immediately following the service at the grave.
In lieu of flowers donations may be made to the Windsor Volunteer Fire Department located at 501 N. King Street, Windsor, NC 27983.
